As Governor of the State of Idaho, I hereby submit to the U.S. Secretary of the Interior and the U.S. Secretary of Agriculture the State of Idaho's Alternative for incorporation into the National Greater Sage-Grouse Land Use Planning Strategy of the U.S. Bureau of Land Management and the U.S. Forest Service.
